The paternalistic Council carefully control their culture and stories. Unseen and unconsidered by the wider population, the community projects an aura of contentment and harmony. 

But underneath this thin veneer lurks a terrifying violence. 

And now the sewage is failing, the books aren’t balancing and a poet has arrived…
